According to an OECD study, regulatory policy is one of the three key levers of state power, along with budgetary policy and monetary policy. It is for this reason that governments, parliaments and supranational organizations like the EU are continually working at improving the quality of their regulations.

Decision-makers from the political and business arena, as well as experts from administration, academia and civil society are invited to exchange views on current trends, innovative methods and best practices for improving legislation. Particular emphasis will be placed on the regulation of financial and energy markets, the growing significance of civic participation and public consultations for the quality of legislation, and the work being done by governments and parliaments to ensure better regulation.

The IRRC 2013 is being hosted by the Federal Government of Germany in collaboration with the Organisation for Economic Cooperation and Development (OECD), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (federal enterprise working on behalf of the German Government in the field of international cooperation for sustainable development), the Nationaler Normenkontrollrat (NKR, National Regulatory Control Council), the Bertelsmann Foundation, the Association of German Chambers of Industry and Commerce (DIHK) and Members of the German Bundestag.
