
The AFRIPAL 2025 Conference Report is now available, capturing key debates from the inaugural Africa Regional Conference on Parliament and Legislation (Kampala, 18–19 June 2025). Over 330 delegates from 65 countries examined the future of parliamentary democracy under the theme “Parliaments in Africa: Opportunities and Prospects for Sustainable Development.”
Highlights include:
• Launch of the African Association of Legislation (AAL) and new knowledge platforms.
• Strong emphasis on Post-Legislative Scrutiny, legislative quality, and oversight.
• Debates on AI, 4IR technologies, transparency, and open-parliament tools.
• Sessions on gender inclusion, accountability, migration governance, and regional diplomacy.
• Commitments to biennial convenings, collaborative research, and Africa-led legislative capacity building.
The report consolidates discussions, recommendations, and next steps for strengthening legislative institutions across the continent.
IAL members Prof. Mauro Zamboni, Maria Mousmount, and João Tiago Silveira made significant contributions to the conference. Prof. Zamboni delivered a keynote on the audiences of legislation and the importance of clarity and accessibility in lawmaking. Maria Mousmount highlighted the democratic value of Post-Legislative Scrutiny and the need for parliaments to fully own the process. João Tiago Silveira, in the global roundtable, emphasized structured legislative procedures and practical regulatory tools to improve lawmaking quality. Together, they underscored IAL’s central role in advancing legislative excellence.
