The Deutsche Gesellschaft für Gesetzgebung (German Society for Legislation) has issued some guidelines for parliamentary and executive law-making in the present Covid-19 situation.
They intend to show how parliaments and governments can ensure the rule of law amidst a pandemic that is challenging democracy.
Based on Germany’s Basic Law, the guidelines touch on a number of relevant issues, like the need to safeguard the core contents of public debate, the special responsibility to protect fundamental rights, and the importance of judicial control over regulatory laws.
