A new Guide to Legislative Drafting for the elaboration of normative acts (Guia de Legística para a elaboração de atos normativos) of the Assembly of the Republic, the Portuguese Parliament, has been released.

According to the new guide, although it is established the legislative primacy of Parliament, the Portuguese Constitution also sets a model of distribution of legislative powers shared among four bodies: the Assembly of the Republic (AR), the Government and the Regional Legislative Assemblies of the Azores and Madeira.

Bearing in mind the interest of having rules common to all entities that produce normative acts, the Assembly of the Republic, the Government and the autonomous regions, Parliament’s services took the initiative to review its rules, adapting them to the felt needs.
