The conference on October 14, 2022, organized by the State Council and the National Standards Assessment Council (CNEN), analyzes the challenges of this development and the need to initiate true regulatory simplification. The complexity of modern issues requires the adaptation of these normative instruments to the emergence of new needs (environmental protection, etc.) and, on the other hand, the proliferation of very precise technical standards is sometimes incomprehensible to the actors (citizens and local authorities) responsible ​for its implementation; which requires us to think about a new normative approach based on the principles of proximity and adaptability.

This work demonstrates how regulatory simplification appears to be essential to improve the efficiency of collective life and social cohesion.
